when you say basking light are you talking about the UV light that produces heat or the UVB light ? Or do you have a mercury vapour lamp (all in 1) like this one. . . . Reptile Lighting: Exo Terra Solar Glo Sun Simulating Mercury Vapor Lamp at Drs. Foster and Smith

No , your turtle needs his night time. The heat from a house bulb will not be warm enough for him to digest his food.
Do you have a UVB light for him ?

You can buy a red heat light ($5.00) to use during the day & night, since reptiles cant see the red light it wont effect its sleep pattern and will keep your water a lot warmer since you have no heater.

no you dont leave that on, if you are concerned the turtle isnt getting enough heat at night you could get it a red head light and leave it on at knight. reptiles dont see red light, so it wont mess up the night/day cycle.
