Unhappy I don't know if my turtle is hibernating or just sleeping?

I received a turtle yesterday (red ear slider) from my friend who couldn't take care of it anymore. He never put in a tank heater for the turtle, just using the natural sunlight to warm the tank. So today I decided to purchase a small water heater because I was afraid that the turtle might die in such cold water. The water was probably around 60 degrees.
So, I put in the heater today only a few hours ago and the water is 65 now. It has been steadily rising and the heater has a built in preset of 78 degrees. So my turtle went over to the heater and has stayed in that corner since. Now she appears to be sleeping (?) i'm afraid she is hibernating because of the cold water. She definitely isn't dead- I can see her throat moving. But her eyes are closed (I think). Her head is out of her shell and one foot but that's it.
She also won't eat since I've had her, but I thought it was just because she was settling into her new habitat.
Please let me know if there should be any concern.
Also, I tried knocking on the tank and taking off the lid to try and wake it.. but nothing.

She was probably freezing and is now takeing a nap in the warm water:) and keep it around 74-80 degreese. Does he have a filter?

Yes, he has one. :)
Do you think he'll start eating once he is warmed up and adjusted to the tank? I have absolutely 0 experience with turtle care and I'm just nervous about him getting sick. He also won't go up on the rocks and bask either.. so hopefully he will come around to it.

Taloolah :) Haha.
And I set the rocks up so there is more of a ramp and they are higher up. She keeps clawing at the corner of the tank do you have any idea why she is doing that? The just stays in the corner and sticks her nose out of the water.

She isn't doing anything with food as far as I can tell. I've tried to feed her 3 times now and she hasn't eaten anything. Now all her food pellets just float around the tank uneaten. Right now she is calming down, but she keeps hitting the tank thermometer making a noise against the side of the tank. Maybe she's bored?
